Here's a picture of the back of my om648. There are two "pipes" in that area. One is the valve cover valley drain (smooth hose) and the other is a wire loom for feeding power to the starter and?).

Neither one of these "pipes" should conduct/drain any oil. Looking at your picture I'd think that it's oil is wicking down that "pipe" (which is likely the wire loom for the starter etc.) and that the oil is coming from the back (or corner) of the valve cover?

 

what connects to the other side of the smooth hose?

It's a drain. It is open to the atmosphere. It dangles down alongside the engine block.
