I used a pair of needle nose vice grip plyers to stick ends into the holes in the grey sections of the sender, turn counterclockwise from 12 to 11 o'clock to remove sender from the top of the gas tank. I used a t shaped long water main shutoff tool to stick into the gas tank; and turn/twist edges of the baffle up. This holds the baffle tight and immobile.
Sounds like a good idea, I will have to make a tool and try that method.

The needle nose vice grip plyers are readily available at auto parts stores, and probably Home Depot. They come in handy often. This water main shutoff tool = meter valve key = 28 in. Solid Steel Water Meter Valve Key with Grips 410-302-0111 (homedepot.com) is about $20 at Home Depot. You can also save your favorite little sister by shutting off the water to her house at the street meter, and fixing her constantly running toilet.

Min is a MY2005. I think the issue was fixed by that model year, and only affected earlier cars. If not, I'll know how to fix it now.
 
Mine is a 2004. My early research indicated the problem was 2003 only. Then I found a 2004 fixer. So I bounced it around enough to convince me that irritating noise was the baffle moved by waves in the gas tank. Then I decided to operate.
