OBDII port not powering up

Before creating this post I did a search on this topic but found no results.

Recently I took my car to get a smog check as my registration is due for renewal soon. When I was at the shop the technician said that his machine was unable to read my car's ECU. He specified that he just could not make a connection to the ECU at ALL; he took the time to explain that a lot of times when cars come to his shop the machine is not able to read the readiness portion for the cars to pass smog, something that can be fixed by driving the car around for several hours, but that was not the case with my car. He even took an OBDII reader and plugged it in to the port in my car to show me that the port is not working, the machine was not even powering up at all.

When I got home I took an OBDII scanner, the same one I have used several times in the past to read the codes, and the machine did not connect at all to the car, simply the OBDII scanner does not power up. When I move the key to the ignition position the CEL light comes on as it should and goes off when the engine starts.

I am even afraid to ask, what am I looking at in this case?.

- New ECU ?
- Blown fuse ?

I have not ever heard of something like this.

hi, I know this is an old post, But I had to reply and say thanks. I have R170 SLK 230 2001 and could not get any reader to communicate to clear errors. Fuse #13 was missing, no idea why. I inserted 10amp blade and communication returned. This was 2 days ago. I am i bit puzzled why it was removed and am i causing any issues but so far so good.🤞 Could there be a reason why? as a side note: I have owned the car for 6mths and the pervoius owner had it from new, so maybe it was the OBD socket under the dash was never used and therefore never had the fuse from factory. The service garage could plug into ECU or something else directly under the bonnet. anyway thanks to everone on this thread.
