When my wiper comes back over the drivers side it chatters and skips... I put a new blade and it did not correct the problem... Has anyone had and corrected this?

I'd start with seeing if the spring on the wiper arm that controls the pressure of the wip...

I'd start with seeing if the spring on the wiper arm that controls the pressure of the wiper is good. That is what it sounds like.
My jeep's rear wiper stops wiping well, I have to take some WD40 and spray that spring (it gets stuck to itself) and it clears up the problem. May need a new wiper arm!
