Many dealers subcontract their parts operation, and those subs often can choose to honor the MBCA discount or not, so don't be surprised if your dealer's parts "department" refuses a discount.
In that case, if you are located where there are other dealers nearby, you might have better luck by shopping around.
Worth it, because these keys are expensive, (but less than BMW's for whatever consolation that's worth).

I lost my key. The dealer ordered me one based on my VIN (1990 500sl) Charge: $35.00 plus tax. Wants to see my title and DL. Said they could replace the IR for $190 and would need the car to do it

$35 isnt bad at all.

Isnt there some way to just replace/repair the plastic fob? I dont need it to work, I just need it to hold the key blade to be able to twist it in the ignition

I think that you can get the empty fob from ebay.

if you don't care about the fob/transmitter, may be just get a flat-key.
