What is this part? why isnt it connected

The connector isnt connected to anything its on the back side of my engine close to the firewall. Its very close to where the break line booster hose is. And the other picture is my repaired break line booster hose i was wondering if this could be a reason my car wont cut on sometimes?

Here's a picture of what looks like used to be the connection that broke off not sure. The connector looks to be actually on my engine. I traced the wire from the pirst pictures of the wire and connector it goes to a a cluster of wires here's a picture

Thanx for the info. I actually am currently having a issue with the car not starting from time to time and u said that the picture of the connector has something to do with my cold start valve. i recently posted another thread about how my cold start valve electrical connector (il post another picture in this thread) was damaged and i open the wires taped them because bare wires was touching. Also another problem im currently exp experiencing is i can take the electrical wire going to my ICV off and no change. It seems to be all connected in theory but im not good with cars so i dont know. I tested the wires to im ICV with a light tester and no light what should i do next?
