It is connected to a fuse or relay near the main fuse box in the engine compartment. The other end of the wire runs near the battery/washer fluid reservoir.

The splice appears to have been made by the previous owner. All major components seem to be operational, with the car running rather well.

Is this part of a deactivated alarm system?

Hey bud - you can post an image two ways:

You can upload it somewhere like say your image is at www.sylviasaint.com/WOW.jpg right....

you go "["img"]" www.sylviasaint.com/WOW.jpg "["/img"]"

WITHOUT the quotes. (had to do that so the forum wouldn't look for an img.

you can also click attach a file after posting box by the submit button
