what else can cause

what else can cause a p2006 the plastic broken flap was replace and getting runner stuck in close position.vacuum is working fine when i disconnected from the actuator.the runner flat goes back to open.????

Here's the official DTC and description:

"0522 Diagnosis of tumble flap 'Intake manifold' : Open circuit of sensor lines / Tumble flap shafts stick in the nonactuated position."

If the shaft is working properly, then it could be a wiring harness issues.
