First post -welcome to the forum.
Please post your vehicle description and location in the profile for better accuracy.
Have never heard about the 130 mph error, but models in different countries have programmable top speed. That might be it, or not, but I assume the manual would explain.

thanks for that quick response it's a 1997 w210 e300 avantgarde 3.0L td
The car runs superb no probs at all, only had it 5 months i have all the original books and have read them from cover to cover, just curious to know why it flashes. when the ignition is turned on then it goes off until the next time it is started

I don't think that mine would need anything other than air resistance to limit it to 130 MPH. Assuming that his is limited (and this seems to be a pretty safe assumption), I would guess that it is for tire choice. Are there places that require governors to limit the car to a safe speed for the tires?

Given the choice, I would prefer to be limited to 130 MPH over having to buy tires that are safe above that speed. 130 is way too fast for me already.

Don't think the 134 HP non turbo would even get close unless you find 12 miles long 7% down-slope.
I kept the turbo version for few minutes with pedal on the floor and it reached 130 mph, but I couldn't say if that was governor, or lack of power. To move from 120 to 130 mph took years ;)
The 320 cdi was reaching 132 mph governor with a breath to spare.

E320 (gasoline engine) is electronically limited in the USA to 125 MPH. Ostensibly due to tire reasons, but probably more to the fear of lawsuits. It will however reach about 150MPH+ if not limited.
