Voltage is higher when the engine is running.
Is your battery good?

Use a infrared temp gun to verify the real temp.

If the temp gun indicates around 90C then most likely your problem lies with the temp sender unit (your car has 3), the gauge, or the wiring in between

Also make sure your voltage regulator is not putting out more than 14.5V when the engine is running above 2000rpm

That is not a proper diagnosis.

First you need to determine how hot your engine is actually running, hence the need to use a infrared temp gun.

Then determine how much volts your car is actually putting out. If it is overcharging, your car will behavior erratically and in some cases can even cause the battery to boil and explode.
