Vito 114 Cdi W4478 with Turbo issues

Hi.
I have a Vito 114CDI with no power, the turbo isn't kicking in. Now one mechanic has used a lot of time trying to fix it, but gave up. Now a large certified Mercedes garage is looking at it but doesn't seem to get any further.
They can't find anything wrong with the car, no error codes so they don't know what to do.
Symptoms are.

1. No boost
2. No error codes

First mechanic said the EGR valve looked to be full of sot.

The first mechanic tested the following:
Change the MAF,
Changed the Pressure/Temp sensor,
Did Smoke test of the system, but no leaks.

The Mercedes shop said they found an error on one sensor and replaced it. Still same problem. Now they don't know what to do as there's no error codes. They are suggesting starting changing sensor and more, until the symptoms
It's apparently long time since real mechanics existed that could interpret symptoms and find the cause. Now a days they know how to plug an analyzer to the car that can show an error code but not much else.

Any help appreciated

Well, the turbo issue is fixed now, after 5 months. The first garage gave up, so Mercedes here checked it. The first garage said that there were no codes and so did Mercedes. They suspect that the error codes have been removed in the software.
But Mercedes suggested to replace the EGR valve and that worked.
