1998 300TD W/ 198K on the odo.

Very strange, the car starts and runs great when cold but
as the car warms up to normal temperature, the performance reduces significantly. Fells like the turbo "control" fails as it gets hotter.

Also noted, the car has a "long" start at normal temperature. 4-6 seconds of crank. Compared to 1 second start when cold, first start of the day.

sometimes the car comes "back to life" and performance is fully restored, but its less and less.That's why i'm leaning towards the turbo control / waste-gate valve or turbo control.

Any input would be appreciated.

Update:
At normal operating temp.
Took the vacuum hose from the Turbo modulating valve and drove car. ( no change )
Connected temporary hose to mod valve and pulled - 15 PSI with manual vacuum pump. (car performance returned )

So I have either a bad valve or low vacuum source from car.

The "long crank" is a separate issue.

Sounds like you are talking about wastegate?
Don't remember if they stay normally open, or normally closed, but the rods are getting stuck on those, so some cleaning and lube might be in order.
Than how your brakes work?
Low vacuum would affect brakes booster.
The vacuum pumps don't last forever, so replacing it, or at least the diaphragm might be in order.
