I noticed what to be an insert (hollow tube???) of some sort slightly below and between the two lower most screw holes where the vacuum pump mounts. This "insert" protrudes about 1mm above the mounting surface and it's location is such that it would prevent the pump from seating correctly. I am able to insert a small screwdriver about 1cm into this "insert".
Does this make any sense?
(I removed the pump to fix an oil leak that was coming from the pump-block interface.)

Problem solved:
The insert I was referring to is a pin that locates the timing chain guide. After tapping it flush, I replaced the pump housing with new gasket and now have no leakes.
NOTE: I did not have to remove the cooling fan and shroud to gain access to the pump attaching hardware: I did unbolt and move aside the power steering pump.
