not 100% sure but im pretty sure it was serviced every 3000 by the passed owners up until 2 or 3 years ago.. when somebody had it and didnt take very good care of it.
i would start with a full tune up. oil change every 3k is regular maintenance when i talk about history i mean major service to the motor such as seals, plugs, wires cap rotor....etc history whats been done other then the routine 3k oil change.

timing light. i would first change the cap and rotor, wires, and plugs these are the basics that can go bad and cause the car to run like crap. plugs i would use a non resistor plug and stay away from bosch plats or any plat plugs. before you go adjusting things do atleast a basic if not a full tune up on the car first.

3 to 5 seconds to start the car is normal. Electromechanical fuel injection system works on pressure differentials so it takes a few cranks for it to get going. If you had a timing issue you would probably have backfires and or rough or missing engine running etc...

Motorcraft makes a very good non resistor plug that works great in my 86
