When the switch is turned to either of the 11 or 10 points, it turns on the side marker lights represented on the switch. This was a courtesy feature for people exiting the car, to have illumination for traffic passing to be able to notice you easier. This is still given to new Mercs today!
As for pulling the switch out - It actually has two stages of pull - first is the fog lights - or, inner 2 lights on the front face of the car, beside the headlights. These can be either fogs, or driving lights. A second pull of this switch is for the rear fog light, which is not stock from factory on US model cars, but almost everything exists there to set it up, if you really wanted.
