Perhaps a spritz of penetrating oil with a light brass brush? I wouldn't want to make it any thinner, thought I doubt either would hurt, as would doing nothing

+1 on the brass brush, blow out all the debris with compressed air, then a coating of di-electric grease should do the trick...

Don't know if it applies to that distributor, but some have a felt pad in the centre. Oil is supposed to be applied to the felt to lubricate the mechanism below.

That is correct, Graham.

The felt pad in the middle should have a few drops of clean - whatever you use - engine oil.

So be careful with the air gun that you don't blow out that pad.
