seatbelt lockup

what is the normal procedure for a seatbelt to lock up? i get in the car and start it up, try to put my seatbelt on and it's locked. the only way it releases is to go a short distance (end of the driveway) and apply the breaks, then it unlocks. there is only one way to put the plug on the seat belts, so it can't be that, but they seem to be working backwards. tried searching the topic, no luck there...anyone have this issue before?

You have to apply the brakes? Mine lock up on rare occasion. I push a little slack back towards the pillar and then it unlocks.

yes i have to apply the brakes and only after traveling a short distance, it doesn't work if i am ideling in one spot.

Weird. I have no clue exactly how the restraint system works.
