Yes that is a serious issue developing. As Sbaert suggested, get someone on it now because this is what you can see today. A more close inspection might reveal more rust in other areas. This and related areas need to be cleaned with a wire wheel at a minimum and treated with an anti rust solution. If the rust is more than just surface rust, then new metal will be required.
