I suspect my AC switches are the source of intermittent blower operation.

The printed circuit has a couple of points which are brown like they may have been hot but the solder looks Ok with a magnifying glass. (not cracked or dry)

Questions - 1. Is it likely the brown joins are a problem and i should attempt to resolder them.

2. Do I remove the printed circuit from the plastic switch housing before soldering or just solder away on the exposed surface.

You should reflow all of the joints. The discolored joint on the right looks bad but so does the one below it and the one to the left of that.

The discoloration can be a sign of heat caused by high resistance (an iffy solder joint), but not every discolored area on a board is necessarily a sign of a bad joint. The fiberglass can just get discolored under high-heat components. Some parts (like power resistors, power transistors) just get hot.
