first step will be to take the antenna box out, and see why the mast is wedged... it could be a matter of cleaning/lubing the moving parts...

you need to clean and lube the clean the antenna on a regularish basis. they can be high maintenance.

My personal experience,
If it runs ( the motor ) then the transport gears may be broken or the flexible mast shaft is disconnected.
Get the system removed from the trunk ( lower bolt/ screw below the CD player and top "nut" that is on the fender. ) The electrical and antenna (phone ) connection are part of the entire assembly and easy to disconnect.
Just disengage the plastic snaps of the motor cover, (gently, old plastic can break!!! ) and lift the cover. When I have done this, I see a white nylon gear complex that can be replaced for about $ 20. On three rebuilds it has been one bent mast and three striped gear systems.
Another issue has been the "Off and On" radio HU connector. The harness connections back behind the Head Unit have slipped apart, so that electrical contact is not always connected. I placed a Clarion pop up screen unit that has additional new wires for a very limited space behind the HU, and sometimes the wires have disconnected!
Good luck.
