latest nonsense news from the EU via vosa.......... if you don't like the proposals its up to you to pressure your MP....

it must be noted that vosa do not like many of the proposals......

MOT test for all car / van trailers and caravans annually.....

Full emissions testing for motorcycles

Major MOT fail would mean vehicle would be de-registered
(new registrations must meet ALL current standards... so a 2005 vito fails badly... would be de-registered and have to meet 2012 emissions standards to get back on road)

All secondhand vehicles would have to have MOT done to transfer ownership... even if current MOT is only 3months old or vehicle is only 15months from new.

ALL modifications (apart from a different seat or steering wheel etc) from original factory spec would need full type approval testing e.g turn vito into day van or part camper would need full type approval test (presumably it would also need to meet all current standards e.g emissions etc as is normally required for type approval)

these are currently proposed and if anything is to be objected to (via MP etc) it should be objected to NOW

I'm also a member of a classic car forum and we hear this type of rumour all the time, especially that last bit about modifications as all our club cars have been modified in some form to keep them roadworthy and most are heavily modified for performance.

The one we hear is that they want all cars to meet factory spec (basically what the op is saying in this thread) and any deviation from standard is automatic failure.

This will never happen as it would put so many cars, some old but good... some classics... some vintage, off the road. It would also close many businesses from the guys that manufacture custom one off parts required to keep some classics alive, to the giant retailers like halfrauds who specialise in all manner of garish tat that you can pimp your ride with. Remember... modifying cars is a huge industry in this country and we are already in the brown stuff deep enough without putting pressure like that on businesses.

There is also the issue of variations on each vehicle sold... few vehicles leave the factory in the same spec. Who is going to have the spec sheet for my particular Ford Fiesta? And who is going to know that it wasn't actually built in 1983 with a 2.0i??? :p Ok we all know it wasn't but even if i had the standard engine in... how can we expect garages to document every single vehicle specification?

As you correctly point out Malcolm, vosa are not too keen on the idea either. Granted, some things have to and will change but neither of these suggestions are the way forward

at last someone has an opinion............

let me be clear..... this NOT A RUMOUR........ proposed regs and new MOT rules I post ARE from official papers circulated within VOSA, DOE, DSA and DVLA proposals are, as said with this one, things that ARE coming in OR things the EU want us to bring in........... MOST of this post are things OPPOSED by VOSA but that without enough pressure on ministers, they MAY be forced on us.

I agree with what you say and so do the authorities BUT they take orders from ministers and europe.... its OPINION that changes stupid rules.

I mean... imagine ONLY OE parts from original manufacturers... thats against all of the fair trade and fair usage rules that EU imposed on the motor trade.... IT IS what the car companies tried to impose during the reign of BMC.

As for your points on old vehicles ITS WHY PRE 1960 VEHICLES ARE NOW MOT EXEMPT ..... but WHY is it a date cut-off and not an age cut-off? i.e. 50yrs old being MOT exempt.

as for the idea of a £50 MOT on a trailer EVERY year.... well I refuse to comment on that as I can't spell some of the words I am thinking of.

PROOF if any is needed that you can change things.

motorcycle testing was going to change enormously in january with a requirement for more sub categories and increased engine sizes and weights required for advanced (larger bike licence) testing....

VOSA and DSA did not like the changes imposed from brussels but were forced into them.

however.... thanks to complaints by the public in the uk.... the changes have been put off until AT LEAST 2018

now thats a success........ if you don't like proposals..... make yourself heard.
