Problem with 190 fitted with carburettor

I have a 1986 190 fitted with a carburettor. I have had it tuned at the local Merc dealership. However it does not start well from cold – idling is very rough. On hills I often get value jumping. At times it continues to run after ignition key is turned off.

Any ideas?
