you dont mention if you have driven at street or highway speeds. Do things handle and sound normally? Or is there trouble?

2 things come to mind

1:are you sure you clear your brakes and other parts? jack it up and turn the wheels by hand.
2: do you have centering rings? most aftermarket rims are made for general use and you need centering rings to position them properly on the hub. You cannot rely on the wheel bolts for centering. Maybe they are moving?

Sorry its literally parking lot and local street speed. I put the hubcentric rings on and it doesn't look like its scraping any parts

All I can suggest is that you have a friend listen to see which corner it is comming from.
If that does not work, raise each corner and turn the wheels. See where it is comming from. Last resort, put the spare on each corner, see if it goes away and you have isolated the problem.

Another thought: Is there something inside the tire? it would fall an clunk and such low speed, but at higher speed it would be stuck to the outer inside of the tire due to centripital force.
