I dont think its a faulty display. I have a friends that shows -38 on start up of the car and then it goes blank. This happened after the shop removed and sent it to a odo shop to repair it. I think they plugged it wrong thus the negative reading. Does your stay on -38 or does it go blank after a few secs?

The sensor itself may be open, or the circuit going to or from the sensor may be open.

To test if the sensor itself is open:
Disconnect the sensor, and jump the two terminals where the sensor goes. It should read very hot on the dash display.

To test if the circuit going to or from sensor is open:
Find a way to jump the wires together, it should read very hot on the dash display.

PS: Automotive student.
