OM617 turbo swapped into 240d. I replaced the speedo cable and all of the sudden it wont turn off. I can turn the key off and the motor will lose almost all of its power so is there a way to tell if its my vacum lines or the diaphram in the pump?

If you've been fiddling behind the dashboard it is possible that you have accidentally disconnected a vacuum line from the ignition switch

Whilst you are behind there make sure the oil pressure gauge feed is also on properly (could be messy otherwise)

Door locks have never worked. Whoever did the 617 swap did a pretty bad job and left a lot of loose ends. But the ignition always worked. I really think I knocked something loose when changing the speedo but I've traced all the lines and can't seem to find where I'm losing vacuum.

Typically golf tees are used to plug the rubber joints to isolate where the leak is in the system.

If the door power locks have never worked, they have either been blocked off or leak badly.

I would start by isolating the vacuum line going through the firewall and blocking it off and see if that allows you to shut of the engine.

golf tees will let you disconnect portions of the vacuum system, and a mityvac or similar vacuum tool will let you test sections of the system to find leaks. meanwhile you will get friendly with the red STOP button on the throttle linkage.
