I just bought an oil filter at the dealer today and it is much smaller than the ones I have been using for years. The old filter part number was 102-184-01-01. The new filter part number is 102-184-05-01. Did they change the filter or did the parts person give me the wrong filter.

The guy gave you the wrong filter. The old filter's part number is correct for the 1985 and newer 190E 2.3. I checked on germanstar.net.

I just went to the dealer this morning and he said they changed the oil filter. He also said all the mechanics are also complaining because it is harder to get to. When I got spark plugs he gave me H9DC and I told him these were wrong. He told me Mercedes changed from the H8DC to the H9DC. So now Mercedes recommends a hotter plug in the 2.3 4 cylinder engine. Just passing this information along.
