Yes, you probably have short circuits in throttle actuator wiring. They degrade over time in 1994-1996 models, you either have to replace it or if you have good soldering skills, you may be able to fix it.
Do you have other symptoms too? like high or rough idle?

Ardavan, I now have purchased a reconditioned ETC and will put it on as soon as I locate the gasket underneath. I cannot locate a part #. I purchased gasket material to make one if necessary. Thanks for your help on this. Take care. Paul

Different wheel size (huge air pressure difference between tires), bad speed sensors, bad brake light switch.
Thanks! I've eliminated air pressure and tire size. Twice. Wanna buy some really wide-track tires on 20-inch chrome rims???

Not sure the speed sensor would be it??? No codes of course, and the speedo reads perfectly per mile markers and stopwatch.

Maybe I'll pull and clean the brake light switch. The lights come on only when they need to though...

Hey LovemyC280. I am so gratefull for the info on the ETA removal and tips. I now have my cruise back and all is well in my end of the world. Again many thanks.
No problem. The same write up helped me years ago. It's a pretty simple procedure. Amazing really how much a mechanic would charge for this (part+labor) !!!
