Seems to me that the up and down button for lumbar does pretty much the same as the in and out button for lumber? Anyone else notice this? I put the lumbar out use the left and right button and then I try to lower or raise the point of lumbar support and all it seems to do is reduce or increase the lumbar support if that makes any sense.

I struggled to understand this, too. I believe that the lumbar bladder is actually made up of two "zones": upper and lower. When you raise or lower the lumbar it is not actually moving anything up or down, but rather inflating/deflating the upper and lower zones to cause the same effect (this is how the massage function works, only with more zones). It "feels" like the lumbar is inflating and/or deflating as when you use the inflate/deflate switch, but it is actually doing something different. It's a subtle difference, though.
