Im trying to remove the knee bolster under the steering column to route the vacuum tubing for the euro headlight adjusters. I cannot figure out how it comes off I dont see any srews or anything.

there are 4 screws look under the dash and up at the front, and left side of the plastic

you will also need to remove all the carpet pre removal

Correct... two plastic covers, the right one covers one screw and the left one covers three.. in addition, you have two other screws, one very close to the gas pedal and the other one would be above where the hood release is at

For the tubes, you don't need to remove the carpeting.. route them through the rubber groumet that has the rest of the wires (and one hose) and that is write behind the instrument cluster

IMHO, removing the cluster is a must and to do that start by undoing the speedo cable from the tranny side
