How to clean stock rims

On my dads car, 2004 ML500, the rims have some black break dust build-up. I have tried using soap and water, but that didnt work. Then I used some windex which worked with my ML rims but this still does not work. On my final hope, I tried our power washer on it and even that only took off a little of the dust. Does anyone know how to clean the break dust off of these rims. And also why is it easier to clean the 1999 rims then the 2004?

Mother's Aluminum and Mag Polish

I use Mother's Aluminum and Mag Polish. Its a cream based. You just rub it on with a clean cloth, let it break down the brake dust, then rub off with a different clean cloth. Its the best cleaner and polish I have ever used. Also..a little elbow grease is required.:)
