How did you transfer parts car title.

Hello all.
I recently purchased 85 380se. However, the car is not running condition. I would like to transfer the title to my name. But, State of Arizona required to get insfection. Otherwise, I cant get a title. Does anyone has a similar experience? Give me some advices or comments please. It will be very helpful.
