I want to put some Gen II front seat belts in my Gen I car for a couple of reasons; 1, I have some Gen II B pillars I want to use which require Gen II seat belts and 2, mine are old and tired and good condition Gen II seat belts are plentiful in the junkyard. So my want is to just leave the emergency tension retraction mechanism unplugged since I don't have a SRS to drive it and use the seat belts as is. I just wanted to be sure there is not a safety concern in this plan. Thanks!

No, you are good. The inertia reels will still work, but the ballistic retractors will not.

I removed the SRS circuitry in my car, but retained the Gen II seat belts since I had just replaced them both. So it's just like it is a Gen I in that regard, and my inertia reels still work.

You will need the seatbelt recepticals as well if you did not know already, Gen1 and Gen2 recpticals are not the same as I found out during my Recaro install and cannot be used together.
