My CDI is making a clunk noise at the rear passenger seat area when the tank is full. I remove the rear seat and open the big round cover where the fuel pump is located underneath it. When I turn my Fan on, there is air coming out in that area. Very very weird. However, the noise seems to be gone when I tap my brake to introduce some wave movement to the fuel in the tank. Can someone tell me how the fuel tank strap looks like? Does it have some elastic plastic on it? Can it become slacking over time?

It took me a long while to eliminate down to that area. The mechanics shop said the clunk is from the subframe mount and replaced it on my expense. :(

#60 in the diagram is the strap. Will it get loose and have slacks over time?
