Do foreign market cars such as those originally sold in Canada, Mexico, Germany, etc. have to go through a national federalization if they are to be titled for use in a US state, even if there is no smogging (ie. MN). How about DOT safety standareds, especially if the car is older?

Yes, the do. However, they need only go through DOT (not DOT and EPA)if they are over 21 years old, and need no Fed-ing at all if they are over 25 years old.
