How do I remove the rear door panel on a 2004 -E500 - 211.070 chasis?
Neither rear door handles are enabling the passenger to open the doors from the inside

Check

inside the door near the latch mechanism. Your "childproofing" latch may be engaged.

There is no separate childproofing latch mechanism, at least on the '04's, and there is nothing to be gained by removing the door panel. I believe you will find that in order to open the rear doors from the inside, you will have to either open one of the front doors, or hit the unlock button on the dash next to the hazard warning switch. It's programmed in, and I'm not aware of any way to change it.

Reply to the rear doors on the 04 E500

As noted below the rear doors don't have a child proof latch. The lock/unlock button activates the actuator, raising and lowering the lock, but the rear interior door handle is not engaging.
