I thought the brake rotor needed more attention than the charcoal canister.

 

I've never seen these clips before. Do you pry them apart w/ a screwdriver, pinch them w/ pliers, or what?

 

Then obviously you haven't replaced your fuel filter.
You can't reuse the clips, so it doesn't really matter what method you use.
Depending on the angle/space there are various methods. You can slide a thin screwdriver blade in underneath the lip and twist the blade, or use channel-lock pliers to bend the lip back.
Replace with ordinary worm-drive clips.

What fixed your problem ? canister replacement ? valve replacement ? both ? leaky hoses / connections ? Any fault codes came up and cleared ?

The OP posted the DIY, and did not respond to follow up few questions.

I wish I knew

replaced purge valvue and tested vacum valvue,
Here is the real problem..... NO CEL AND NO CODES,
something is seriously not working here.
the surging stopped again all by itself again.

I am now down to parts swithing the next time it happens
will try MAF next time it happens
I am at a loss without any cel or codes!!!!!

This is where to find the charcoal canister and valve. Backside of the rear wheel well on the passenger side of the car. I took the wheel off to create more room to work in. There are two plastic nuts (10mm) you need to take off the plastic wheel well liner. One is underneath the car. The other is in the wheel well itself. Then unhook the liner from the bottom and bend it forward.

The charcoal canister has three hoses going into it. The left one is for the valve. The middle one goes to the gas tank. (the picture above already has the gas tank one disconnected) The right one goes to the engine. There are metal clips holding the hoses in place. They are easy to take off. Just unclip. They are a pain to put back on. Its probably better to throw them out and replace with one of these stainless hose clamps from the autoparts store.


Once you unclip the hoses, just pull up on the charcoal canister and it slides off of those metal hooks.

This is what the charcoal canister and valve looks like. You can see in the picture how it hangs in place. Those plastic arms hang on the metal brackets in the wheel well.

Here is a close up of the part number:

The old valve had a part number of 000 476 57 32
The new valve has a part number of 000 476 67 32

My w210 2000 E430 MB. Is leaking from the white valve canister should I replace the charcoal canister as well?
