4pin sensor checks out OK....

Power for the start valve comes from the Overvoltage Protection Relay (OVP) by way of the injection controller. You should find that your OVP is only energized with the key in position 2, so my troubleshooting would begin by determining the state of the OVP with the key in position 1.
