My '91 2.3 has the same problem. They're supposed to idle at 1200 RPM when cold for about 20 seconds, then drop to around 800 RPM. Mine has no fast idle ever and during a cold start. I can't take off immediatly because of this without stalling. I wish I knew the answer to this problem.. [V]
