Could say that in layman's terms? I'm not that mechanically inclined.
Take one of those testers and clamp the alligator clip to good ground. On MB good ground is not that easy to find since most of the body bolts are painted and we have high useage of plastics. I think seat rails are the best bed.
Now having good ground insert the probe inside the lighter socket ant poke the center contact. Poke it good, since those things like to have accumulation of dirt on them.
If the light comes on, than you know the hot side works and the socket ground is at fault. If there is no power in the socket, get on the back side and keep on testing up the line.
That tester is also good for testing fuses without removing them from the panel.
