Does anyone know where this is located under the hood and is this a part that can be changed by a someone without a scanner or special tools? Once it is replaced does it have to be reprogrammed and if so, how?

its right at the engine - bellhousing transition at the back of the engine. follow the coaxial connector from the EZK electronic ignition module, that should lead you right to it.
there are no scanners or special tools required, one bolt (I think allen head?) removes it. it IS in a rather hard place to reach, you need an extension on the driver, and pretty much have to feel your way around since you can't get a line of sight on it.
