Can you rebuild sun visors?

Hey guys, when I picked up my car the PO had the original sun visors but the insides had deteriorated (as I understand they will do) and he had opened one up to begin the rebuild process....which he didn't complete

So what I got left with was one that was a rattle sack and one that was slit open across the top seam with the innerds pulled out.

I've never worked much with vinyl but is there anyway to re-seal this thing even if I can rebuild it?

Thoughts?

I know that replacements run about $100 or more so I'd like to reuse what I have if I can.
