I am helping my dad with an issue. When he turns the car off this red light starts blinking. The arrow is pointing to the light in question just to the left of the function button #7. When this blinks it runs the battery down quickly. If he disconnects the battery then reconnects it, the light stops blinking and the battery drain stops. Any ideas what this is and how to fix it?

It means that the radio's anti-theft system is active. This is likely not what is draining the battery. Do you have power seats with memory/ If so, that's probably the culprit - there are many posts on the forum about it and one that explains an inexpensive fix.

Thanks for the response. If he doesn't care about using the power seat can he just pull the power seat fuse? If so can anyone tell me which fuse it is. I do not have access to the car.

Try fuse 27 (cabin fuse panel - on the end of dash on the driver's side). If that doesn't work, here's the full fuse chart:
