C 180 5 speed auto box 1998

My C180 box downshifts harshly from 3rd. to 2nd. on an incline, also there is a whining noise from the box which seems to be coming from the hydrolic pump. I have changed the box ATF and filter but not the torque converter ATF. Is the shift change problem connected to the ECU or is it mechanical and is the noise connected to that problem or is it unrelated. Please help.
