Anyone can shed some light how to safely remove the broken stud holding the mirror to its arm? Mine's head shredded off when i tried to unscrew over tightened screw that prevented the mirror from any kind of movement.

Door mirror. The head holding the spring that prevents the mirror from moving in the wind has shredded off.
center punch the end and drill it out. or if there is any still sticking out cut a flat across and use a screw driver after soaking with kroil for several days.
heat helps a lot, but with chrome on it that wont work.
the correct machine shop can burn them out with special equipment.

Is there some kind of thread lock in there that's why it's so hard to unscrew the remaining stud?
I feel like a total idiot because no matter what i do i can't move this darn screw:

Seems as if you might be best served by taking the door apart from the inside, removing the mirror mounting and installing a replacement unit. In any event, once removed from the door, your assembly will be on the bench and another method of disassembly may become apparent.
I decided to tap a hole in the screw that didn't want to budge and in the process the screw gave in. SO i removed the old screw and taped the hole in the metal that was left over and now all is OK. Man, this was some battle.....
