Can someone confirm my suspicions. In high ambient temperatures, especially if the car has been sitting in the sun, the HVAC blower will not come on. The control panel shows it commanding the fan to high. After driving 10 mins or so the blower will operate normally.

I think this is pointing to the blower regulator.

I have had the same problem in my 95 e320. I used to always push the off button when I was finished driving to turn the blower off. But came to notice that when I did that the blower would not always come on when I pushed any button after starting the car again. So now I just leave it on low when I turn off the car, blower comes right on when I start the car, and have not had a problem since.
