i was wandering if the 16v block and the 8v block are the same?

I disagree. The M102 "short" block for both engines, the 8 valve and the 16 valve, are identical. However, that said, much of the rest of the engine is different. The crank, bearings, pistons, oil pump, front end, etc. are different.
