I get the same 17 MPG city driving and 20 MPG mix City/HWY driving.
I just changed to Synthetic Oil last week end, I will see if it improves the mileage and report it back.

Since you think the car is running fine, then the issue is more likely the manner in which you drive, or the circuit you're on. Gentle acceleration, getting up to the higher gears and maintaining a constant steady speed is a good practice along with proper tire inflation. If your driving circuit is "stop & go" or crawling around in 2nd gear traffic, then mpg will suffer.

When i bought thr 1991 190E 2.3L, the gas mileage is 6.8km/L.

After changed oxygen sensor, air temp sensor, the gas mileage is about 8km/L.

Now, changed all water temp sensor (on the top of the cylinder head). The gas mileage is about 8.4km/L.

I heard some people said that 2.3L engine can get 10km/L. Is it true?

I think the highest "avg" fuel economy I've read in a test of the non US 2.3L model is somewhere around 10.5- 11 liters/100 km, roughly 26 mpg. Most of the motoring press got substantially less. At introduction, the US EPA was 21/35, with an EPA avg of 26 mpg. However, most testers generally averaged in the low 20's . . . probably reflecting the lead footed testing styles of motoring journalist.

if it makes you feel better, in avarage driving style, (not to fast, not to slow) i avarage out 23-23.5 MPG on 80% highway, 20%local roads. If i Drive like my grandpa, (i drove one full tank going only 55MPH) and was very conservative, highly concentrating on saving fuel, i got 26.8MPG. i can't slow down any more, and i'm not going to subject myself to boredom, but this is how far i was able to push it...

runs fine, new airfilter, spark plugs, wires, Mobil 1 10W-40 high milage oil, and lucas fuel treatment every tank...

Well if its any help I get the following from my 2.5-16:

Highway average 100kph mostly flat motorway 7.56 litres/100km
City driving only average 20km each way taking 50 minutes 11.5 litres/100km

Those are the best figures with very careful driving. I do not think I can do any
better but it is really easy to do a lot worse.
