Could be calender year production, but not model year. Go to AutoTrader in the U.S. - lots of 1999 140 bodies of all models for sale but that chart shows only 140 cars of only two models. The chart needs a better title.
Must be calendar year - there were no 1990 models, so it's easy to believe 168 must be 1991 models made in 1990. But if that's true, if the last were made in "Sept 1998" (think that's what's been mentioned), then what about the 140 made in '99, and the 7 in 2000? Super-special-order ? They were only S500/S600.
It says, that productions was ended for all normal W/V/C140
in the months of 1998;
August (CL420, S300 Turbodiesel, S280, S420, S500)
September (CL500, CL600, S320, S320L, S420L, S 500L, S600L)
All the 140s made after those months, 185 cars, are either Pullman
or Special Armored (or both).
