1998 E320:

Just brought a Florida car to NJ. Don't want to but ... Have to mount the front (oem) bracket to the virgin bumper.

What's the best way? Screws / bolts? Size? Pre-drill holes? etc.

Even the law apply in CA -lot of owners of exotic cars drive without front plates. You can buy color coded plugs that you put into screw holes after you get fix-it ticket and have to put a plate for the inspection only.
MB plate brackets are just plastic shims that screw to plastic bumper cover. I just screw the plate directly to the bumper, while buying curved frame I think on ebay.

My car came from Florida to New Jersey as well, so I feel your pain. Not only was the bracket painful to screw in, but it really detracts from the clean lines of the front end's design.
