Please advise me as to what is causing(making) a terrible high pitch wizzing noise, comming from my dashboard, somewhere arroung my glovebox area. It occurs when the weather is cold, after the car warms up it ceases. Also steps in correcting this annoying issue.

Behind the glovebox, near the bottom of the A pillar is a small motorized fan. It is part of the climate contol system. It's job is to circulate air near the cabin temperature sensor (the small plastic bezel between the sun visors). Sounds like you need a new one.

MTI is right about that. But if you replace that and it still accurs, its one of the vacuum elements on the right side behind the center console. Looks kinda like this
